近日，国家纺织产业节能减排技术支撑联盟第一届联盟理事会在河南许昌召开。此次理事会的主题是“整合技术资源，推动行业节能减排”。中国纺织工业联合会环资委主任杨东辉在讲话中指出，实现纺织行业可持续发展是《建设纺织强国纲要(2011~2020)》四大目标之一，而节能减排和资源综合利用又是实现可持续发展的必然途径。

作为纤维加工和消耗的大国，我国纺织行业工业始终保持10%～20%的增长，并且目前我国纺织行业年工业总产值已经达到近7万亿元人民币，纺织加工总量已经超过4000万吨，占全球的50%以上。然而，国外纺织材料的循环利用已经达到17%左右，我国基本上还没有形成体系化的纺织材料循环模式。

记者了解到，目前纺织工业逐渐把加快科技进步作为推进产业结构调整和升级的重要支撑，一系列节能减排新技术取得研发突破，并在行业中推广应用，取得明显成效。中国工业与清洁生产协会相关负责人对中国经济导报记者表示，纺织工业在淘汰落后产能、节水工作、污染物减排及治理、资源循环利用等方面取得明显进展。此外，节能减排和资源循环利用新技术得到广泛应用，绿色环保装备研发和制造能力的提高为纺织工业实现节能降耗也创建了良好的基础条件。

“节能减排对于纺织工业来说，是转型升级的必由之路，也是这个产业必须承担的社会责任。”中国纺织工业联合会环境与资源委员会副主任孙淮滨在接受中国经济导报记者采访时表示，“十一五”以来，指标取得一定的进步，万元增加值能耗在“十一五”期间下降50%，二氧化硫排放量在“十一五”期间年均下降3.1%，氮氧化物排放量年均下降3.4%，烟尘排放量年均下降0.7%，固废综合利用率达到94%以上，COD(化学需氧量)、氨氮去除量大幅增长。“虽然行业的节能减排取得一定的成绩，存在的问题也不能忽略，COD、氨氮的去除量虽然增加，但是排放总量并没有减少，在全国制造业中排名依然靠前。”

业内人士指出，尽管2013年纺织行业面临着众多的不确定因素，纵观整个行业，纺织行业经济运行具备继续保持平稳增长、增速逐步提升的内外条件。尚普咨询轻工行业分析师指出，当前整个纺织行业面临环保压力，政府面临指标压力，企业面临资金、技术、成本压力，行业需要加快推动这项工作落到实处。“印染行业发展若受环保制约将影响整个纺织行业，因此我们不要有任何侥幸心理，必须全面推进节能减排工作。”

记者了解到，“十二五”期间纺织行业节能减排的目标为：单位工作增加值能源消耗比2010年降低20%，工业二氧化碳排放强度比2010年降低20%，单位工业增加值用水量比2010年降低30%，主要污染物排放比2010年下降10%。初步建立纺织纤维循环再利用体系，再利用纺织纤维总量达到800万吨左右。
